Important for our Hedgehogs!

Time to help hedgehogs prepare for winter.

To build a simple hedgehog house, place an untreated, sturdy plastic box or wooden crate upside down in a shady, quiet garden spot and cut a 13cm x 13cm entrance tunnel. To create a waterproof shelter and prevent predators from entering, add an entrance tunnel with a 90-degree bend. Cover the house with leaves, logs, and soil to insulate it and attract insects. Finally, place some dry leaves, straw, or grass cuttings inside for bedding and to provide a comfortable nesting area.

Materials and Tools
Untreated wood or a sturdy plastic storage box/milk crate
Untreated timber for the tunnel
Plastic sheeting or bin bags
Logs, leaves, twigs, soil
Paving slabs or bricks
Drill, saw, or sharp knife for cutting
Screws, if using wood

Instructions
Prepare the base: Use an old storage box or untreated wooden crate. For a plastic box, cut air vents and an entrance hole. If using wood, construct a simple wooden box with a lift-off roof for easy cleaning.
Create a tunnel: Make a tunnel entrance using wood or bricks that is at least 13cm wide to keep out larger predators. Create a 90-degree turn to make it harder for other animals to get in.
Add bedding: Place a layer of dry leaves, grass cuttings, or straw inside the house.
Position the house: Choose a shady, quiet, and sheltered spot.
Cover and secure: Cover the house with leaves, logs, and soil to insulate it and provide camouflage. Use bricks to weigh down the plastic sheeting or bin bags that cover the box.

Tips for success
Location: Place the house on its side or near a hedge for added protection.
Bedding: Leave a pile of dry leaves or straw outside the entrance for the hedgehogs to drag inside as bedding.
Maintenance: Clean out the house once a year, either in October before hibernation or in April after they’ve woken up, to remove old bedding and make space for new nesting material.

Llansawel Community Council

Vacancy for the Post of Clerk and Responsible Finance Officer

Applications are invited for the part-time post of Clerk / Responsible Financial Officer to Llansawel Community Council in Carmarthenshire.

The Council is looking to appoint a new Clerk to administer its work and finances. Holding a responsible legal and public position, the Clerk will administer the Council’s affairs and ensure that the Council’s instructions are carried out in relation to its duties as a local authority. The successful postholder will advise the Council in the formation of its overall policies and activities. In particular, the production of all the relevant information required for both making and implementing effective decisions.

Good literacy, numeracy, organisational and IT skills are essential. The ability to speak Welsh is desirable, but not essential.

The ideal applicant will be able to demonstrate previous administrative and finance related experience, strong organisational skills, and a commitment to help deliver the Council’s policies and priorities.

Salary: To start at £13.05 per hour.

5 hours per week, working mainly from home, but must be able to attend monthly evening meetings in Llansawel.

The postholder will also need to be able to attend site visits, as required, within the Community Council area.

NOTICE is hereby given pursuant to Section  87 of the Local Government Act 1972 that a  vacancy exists in the office of Councillor for  the above mentioned Community Council.

An election will be held to fill the said  vacancy if within fourteen days from the date  hereof notice in writing of a request for such  an election is given by ten electors for the  electoral area of the said Community Council  to the Chief Executive, Carmarthenshire  County Council, Block 4, Parc Myrddin,  Richmond Terrace, Carmarthen, as the  Proper Officer of the County Council.

Advice for Older Residents

Japenese Knotweed Update

Councils have a legal responsibility to manage invasive species within their areas of jurisdiction, as detailed in the Environmental Protection Act 1990, and the Wildlife and Countryside Act 1981. Section 14(2) of the latter Act says it is an offence to plant or cause Japanese Knotweed to grow in the wild. Local councils can issue Community Protection Notices to require landowners to control or prevent the growth of plants like Japanese Knotweed on adjacent land belonging to other people.

The Property Care Association (PCA) is the professional association for contractors who remove Japanese Knotweed and other invasive plants such as Himalayan Balsam and Bamboo. Among the PCA members serving South Wales, the following three are fairly close to north Carmarthenshire:

Watch Out for Loose Dogs

Loose and lost dogs: Information how to contact Carmarthenshire’s dog warden is at https://www.carmarthenshire.gov.wales/council-services/environmental-health/animal-welfare/stray-lost-dogs/. The dog pound is in Llansawel, the kennels on the Abergorlech road.

Loose dogs are no longer a police responsibility, unless they are injuring animals or people, in which case phone 999 for the police service.

New Bus Service to Lampeter

New bus service! From Thursday May 2nd 2024, and subsequent Thursdays, it will be possible to travel from Llansawel to Lampeter by bus. The bus will stop at The Angel at 9.23am and arrive in Lampeter at 9.54am, travelling via Crugybar, Pumsaint, Ffarmers and Ffald y Brenin.

The return service will leave from outside the old Nat West in Lampeter at 1.05pm and arrive back in Llansawel at 1.35pm.

It will also be possible to take the bus to Llanybydder on Thursdays from May 2nd, leaving The Angel at 1.35pm and reaching Llanybydder at 1.58pm. However, there is no same-day service back to Llansawel.

The new services, Bws Bach y Wlad, replace Bwcabws, which did not include Llansawel to Lampeter as a regular route.

Garden Packs from Keep Wales Tidy

The Keep Wales Tidy organisation is offering free garden packs to community-based organisations. The packs include native plants, tools, instructions, and support from Keep Wales Tidy officers.

There are Starter Packages which can be used to beautify hard surfaces and small green areas, as well as Development Packages for larger open spaces.

Keep Wales Tidy is looking to increase community involvement in landscape care, and to widen access to the natural world.

Helping Hand Through the Energy Bill Maze

You may not have energy cost worries yet, but what about April? The Westminster government’s £400 subsidy to households, deducted from electricity bills over six months, ends in March, and from April 1st the ‘cap’ for the ‘average household’ rises by £500 from £2,500 to £3,000.

Can you find an extra £900 a year just for energy bills – higher for households using more home energy than average? Research for money.co.uk in 2022 found that one in three adults, 34%, had either no savings at all or under £1,000. Almost two people in every three, 65%, believed their savings would last fewer than three months if their income diminished.

Cath Brettle and Mick Bowles, from Carmarthenshire Citizens Advice, told attendees at Llansawel Community Council’s energy advice session, in the village hall on January 25th, that households without previous cost-of-living worries were contacting advisers for the first time. In addition, people in desperate straits were even turning to gambling to try and solve their money problems.

Citizens Advice can access financial support that is not advertised to the public, including a scheme from the Fuel Bank Foundation for people without mains gas, who are down to the last week of their existing fuel and cannot afford to replenish their stocks. An application is submitted on a case by case basis and if successful, applications access either 500 litres of heating oil or liquid propane gas (LPG), or two 47kg cylinders of Calor or FloGas LPG, alternatively six 15kg cylinders of butane, or two cubic metres of wood, or five 50kg sacks of coal.

Universal Credit, for people under state pension age, and Pension Credit for those above, are entry points to many other benefits, for example the Winter Fuel Support Scheme paying £200 (which is closing at the end of February 2023) , and the Cost of Living Payments of up to £900 for low-income households, and £150 for recipients of disability benefits. All pensioner households, whether on means-tested benefits or not, are eligible for £300. These payments, made in 2022-23, are scheduled to continue for 2023-34. In addition, people not receiving benefits, but living without access to mains gas are eligible for a £200 Alternative Fuel Payment, which should be paid via electricity suppliers in February 2023. Those who do not receive an automatic payment will be able to apply online, when the scheme is under way.

The £400 Energy Bill Support Scheme ends in March, but its equivalent for people who do not pay an energy company directly, the Energy Bill Support Scheme – Alternative Funding, had not even opened by late January 2023. This is for park home occupants, care home residents, and tenants whose rent includes charges for energy, and will be distributed by local authorities.

Smart meters may help people monitor their electricity use, but they can be switched remotely to prepayment mode, and this is a particular drawback for rural households where there are no shops offering a top-up service, and where public transport may be non-existent. People with a prepayment meter can switch to another supplier if they owe less than £500 for each fuel they use, but households with conventional meters can be stopped from switching if they owe anything to energy suppliers.  Not that switching is likely to be a great idea at present, because generally the standard variable tariff, which is capped, is cheaper than fixed tariffs.

Algorithms are, increasingly, making decisions that used to be taken by people. The Warm Home Discount Scheme, for example, offering £150 off electricity or gas bills, is determined by algorithms. Some people who have received payment in the past are receiving it, others are not, or are receiving it for the first time and without asking. There is no appeals process, and the eligibility criteria are not at all clear.

Citizens Advice recommends people who are in the following categories to join their electricity supplier’s Priority Services Register which, for example, will qualify them for a generator in long power cuts, and should protect them from being cut off quickly if they fall into debt. The register applies to people who are disabled, or have a long-term medical problem, who are recovering from an injury, or have a mental health condition, or cannot speak or read English fluently, who  are pregnant, or with a child under five, or who are over state pension age.

The benefits landscape is full of barriers and gaps, but Citizens Advice can help you negotiate a way through to access temporary help. The long-term challenge is to reduce energy use. There is the NEST scheme, focused on households receiving benefits or on low incomes, for grant-aiding the installation of more efficient boilers and for energy efficiency measures, and the Westminster government has launched grants of £5,000 for installing air source heat pumps and £6,000 for ground-source heat pumps, but these are considerably short of typical costs.  To qualify, the property’s Energy Performance Certificate must not require additional loft or cavity wall insulation.

Clwb Gaeaf Winter Club

With funding from Carmarthenshire County Council we are supporting the Clwb Gaeaf Winter Club hosted by the Black Lion, Llansawel, and running on Tuesdays, Wednesdays, Thursdays and Fridays between January 10th and March 31st from 12 noon to 5pm. People can enjoy a warm fire, hot drink and biscuits without charge, with additional food and drinks available to buy.

Expressions of interest are sought from members of the public who meet the following qualifications and are interested in representing their community on the council. You must be a British Commonwealth, Irish or European Union citizen and be 18 years of age or older, and meet at least one of the following criteria:

  • Registered as a local government elector for the area named above; or
  • During the whole of the last 12 months occupied as owner or tenant land or other premises in the community named above; or
  • Your principal or only place of work during the last 12 months has been in the community named above; or
  • You have during the whole of the last 12 months resided in the community or within 4.8 kilometres of it.
